What is an official community plan (OCP)?

An OCP is a community plan that describes the long-term vision of the future. They include a statement of objectives, goals and policies that guide decisions on municipal and regional district land use management and planning. An OCP usually contains maps that designate land use and where various uses may be considered appropriate.

The Regional District has the following OCPs related to these communities:

  • Rural Westside
  • Ellison
  • Brent Road/Trepanier
  • South Slopes

How is an OCP used?

An OCP is developed with considerable public input. Policies in an OCP are used to help guide land use decisions. OCP policies are consulted when evaluating all rezoning and development applications.

If a development proposal (such as a rezoning application) does not conform to the OCP for the area, an OCP amendment application to change the future land use designation is required. Usually, both applications may proceed through the evaluation process concurrently. Please note, an OCP reflects the objectives of the community and is the result of a long public process. An application to change a designation in the OCP will be carefully considered in light of the overall policies and objectives.

How are rezoning/OCP amendment applications made?

Ask our Community Services department for an application package that outlines the information, drawings and fees required. It is important to make an appointment with staff before submitting a formal application as this will help ensure your package is complete and can be submitted.

Depending on where you live, your property likely falls under a specific official community plan. Some properties are not defined within an official community plan boundary. If you live in the Joe Rich area, please refer to the Joe Rich Rural Land Use Bylaw.

Central Okanagan West Electoral Area

Rural Westside official community plan

This refers generally to the area from Trader's Cove north along Westside Road up to and including Westshore Estates and includes the Crystal Resort area.

Brent Road/Trepanier official community plan

This area is subject to Bylaw No. 1303 and generally refers to the area within the Central Okanagan West Electoral Area outside the District of Peachland from Brent Road (south of Peachland) to the Trepanier area (northwest of Peachland).

Central Okanagan East Electoral Area

South Slopes official community plan

This refers generally to the area from June Springs Estates along the south slopes within the Central Okanagan East Electoral Area outside the City of Kelowna including the south end area of Lakeshore Road.

Ellison official community plan

This refers generally to the area lying to the east of the Kelowna airport, east of the City boundary, north of the City of Kelowna, and southeast of First Nation Reserve #7 and south of the District of Lake Country. Provincial Crown Land lies to the east of the Official Community Plan boundary.
