Recycle BC and curbside recycling services
The Regional Board has received a detailed report looking at future options for the curbside recycling program in the Central Okanagan. The current contract with Recycle BC runs to the end of 2024 and a decision whether to continue the partnership for another seven years must be made before July this year. The Regional District will consult with local governments whether to continue the existing partnership or have Recycle BC directly provide curbside recycling collection and report to the Board by the end of May.
Treehouse Forest Preschool agreement
The Regional Board has approved renewing a Memorandum of Understanding and an agreement for three years with the non-profit Clubhouse Child Care Centre. It has been operating the licensed Treehouse Forest Preschool in Woodhaven Nature Conservancy Regional Park since 2018. The preschool provides youngsters with first-hand learning through outdoor play and exploration.
The Regional Board has supported a Notice of Motion from Director Charlie Hodge regarding a houseboat that’s abandoned on the Okanagan Lake shoreline of Bear Creek Provincial Park. The Chair will send a letter to the BC ministers of Land, Water and Resource Stewardship and Environment and Climate Change Strategy asking their assistance with the immediate removal of the grounded vessel.
Central Okanagan East Grant-in-aid approved
The Regional Board has approved a Grant-in-aid request from Central Okanagan East Electoral Area Director Mark Bartyik of $1,300 to assist with organizing and publicizing open houses in the Ellison and Joe Rich areas this year.
Planning Applications considered
The Regional Board considered the following planning applications:
- Second and third reading of Land Use Contract Termination Bylaw No. 194-05 and Zoning Amendment Bylaw 871-272 for a property at 3850 Westside Road. No further development applications are being accepted from this property until the adoption of all related bylaws.
- Second and third reading of Land Use Contract Termination Bylaw No. 258-06 and related Rural Westside Official Community Plan and Zoning amendment bylaws for the Shelter Cove and Timber Ridge properties at 4401 and 4400 Westside Road. No further development applications are being accepted from these properties until all related bylaws are adopted.
- First reading of Land Use Contract Termination Bylaw No. 225-04, Rural Westside Official Community Plan Amendment Bylaw 1274-10, Zoning Amendment Bylaw 871-263 for strata properties, common buildings and structures located at Lake Okanagan Resort, 2751 Westside Road North. No further development applications will be accepted from the affected properties until adoption of all related bylaws. A Public Hearing will be advertised and scheduled for May 30.
- The Regional Board has given conditional approval to renew a Temporary Use Permit (TUP-18-01) for an additional three years to allow the Kangaroo Creek farm outdoor petting zoo business to continue operating at 5392 Old Vernon Road.
- The Regional Board has given conditional approval for a Temporary Use Permit (TUP-22-01) to allow the Gonzo Music Festival and golf tournament at the Sunset Ranch Golf Club, 5101 Upper Booth Road south on Saturday, June 25. Among the conditions for Board approval: the organizer must obtain RCMP approval for the event; a Special Event Permit from the Liquor Control and Cannabis Regulation Branch; all parking contained on site and the festival must end by 10:30 p.m.
