The Regional Board has received an outline of the process leading to the adoption of the 2023-2027 five-year Financial Plan. Highlights will be presented at the December 15 meeting with an initial review of the budget documents, January 19. Further consideration along with public feedback and engagement will take place in February with final adoption at the March 30 Board meeting.
2022-2026 Financial Plan amendments
The Regional Board has approved several proposed amendments to the 2022-2026 Financial Plan reflecting successful grant funding and increased capital project costs related to the public tender process. A formal amending bylaw will be presented for Board consideration at its December 15 meeting.
Adjusted sewer system bylaw fees
The Regional Board has adopted amendments to fees in the Central Okanagan East Sewer System Bylaw affecting properties in the Sunset Ranch community. The new five-year fee schedule begins in 2023 and outlines rate adjustments each year through 2027 to reflect increased operating costs and future capital reserve requirements.
North Westside governance update
The Regional Board has authorized the Chair to send letters to the Regional District of North Okanagan (RDNO) and Ministry of Municipal Affairs regarding the next steps involved with exploring a possible boundary change as recommended in the final report of the Electoral Area West and North Westside Governance and Services Study committee. The letter to the Minister will request Provincial staff proceed with further assessments and studies needed regarding a potential boundary change and governance restructuring for North Westside communities. The correspondence to the RDNO Chair will ask for input on any proposed boundary change affecting the communities currently within the RDCO.
Planning Applications considered
The Regional Board considered the following planning applications:
- The Regional Board has approved Development Variance Permit application VP-22-07 for 9485 Houghton Road (M. Ebadi, owner) to allow a reduction in the minimum width of a principal building on the property.
- Conditional support for Agricultural Land Commission (ALC) Referral application (A-22-06) from a property owner at 5760 Anderson Road. The applicant is seeking ALC approval to place 140,100 cubic metres of fill on approximately 3.4-hectares on the property to maximize its agricultural potential. The Board motion directs staff to provide a topographical report for Board consideration before forwarding the application to the ALC with several conditions including adherence to all best management practices and mitigation measures, and a Transportation Route Plan that is approved by the Ministry of Transportation and Infrastructure to minimize impacts on roads, road users and residents. The Board also directs staff to review regulatory options for fill/soil placement and report back with recommendations.

The applicant is seeking ALC approval to place 61,000 cubic metres of fill on approximately 1.27-hectares on the property to maximize its potential agricultural use. The Board motion directs staff to provide a topographical report for Board consideration before forwarding the application to the ALC with several conditions including adherence to all best management practices and mitigation measures, and a Ministry of Transportation and Infrastructure approved Transportation Route Plan that minimizes impacts on roads, road users and residents. The Board also directs staff to review regulatory options for fill/soil placement and report back with recommendations.
