Proposed Board remuneration review
The Regional Board supports an interim review of its remuneration bylaw and policy for consideration by the end of September. It’s recommended by staff that any amendments would take effect in January 2023 for elected and appointed Directors of the next Regional Board. It’s also suggested that a more comprehensive, formal review would take place in 2024, outside of a local government election year.
Development Cost Charge adjustments
The Regional Board has given three readings to proposed amendments to the Westside Regional Wastewater Treatment Plant and East Trunk sewer Development Cost Charge (DCC) bylaws. The 2.8% adjustments for inflation would be collected from new development applications starting August 1 in the City of West Kelowna, District of Peachland and Westbank First Nation reserves serviced by the regional facilities. The DCC funds will help with future development-driven capital costs, expansion and upgrades.
Regional fire dispatch and rescue agreements
The Regional Board has approved five-year agreements with the City of Kelowna to provide regional fire dispatch and regional rescue program services. The agreements formalize current services provided by the City of Kelowna for emergency fire call answer and fire department dispatch for the RDCO, cities of Kelowna and West Kelowna and the districts of Peachland and Lake Country. The Kelowna Fire Department will continue to administer seven core Regional Rescue program services.
BC Transit operating agreement
The Regional Board approves a new operating agreement with BC Transit for bus service to the Ellison area. The new agreement reflects the impact of significant operating challenges throughout the past two years of pandemic along with increases in fuel and labour costs.
Strategic Priorities Fund applications
The Regional Board has approved submitting applications to the Union of BC Municipalities (UBCM) for potential Canada Community Building Fund Strategic Priorities Fund grants for three projects:
- Westside Regional Wastewater Treatment Plant roof renewal - $451,474.
- Complete the RDCO Asset Management Capacity Building project – $250,705
- Complete a solar panel installation project for the RDCO KLO Road administration building – $159,972
The Union of BC Municipalities administers the program funding on behalf of the federal and provincial governments.
Proposed extreme heat mapping project
The Regional Board supports submitting a grant application to the UBCM Community Emergency Preparedness Fund for:
- Completion of an Extreme Heat Risk Mapping analysis and assessments and a regional response plan and implementation strategy - $153,545
This work will identify options to provide resources to support residents and vulnerable populations during climate change driven extreme heat events.
Okanagan Basin Water Board updates
The Regional Board approves two resolutions to support services and programs provided by the Okanagan Basin Water Board (OBWB):
- Make the Water Management Program an ongoing function of the OBWB removing the requirement that it be reviewed and renewed every four years
- Approve the 2023-2027 Asset Replacement Plan to meet the needs of and maintain a consistent level of service for the milfoil control program.
The OBWB requires the approval of three participating regional districts (RDCO, RDNO, RDOS) to move forward with its annual budget.
