2022-2026 Financial Plan amendments
The Regional Board has approved the following amendments to the 2022-2026 Financial Plan:
- Add $116,000 to the Cart Group Purchase to allow ordering new curbside collection carts to ensure an adequate inventory to respond to supply chain and manufacturing delivery delays.
- Reallocate $149,350 from two previously approved projects for Glen Canyon Regional Park to allow emergency repairs and cover the costs of insurance deductibles to flood-damaged sections along the Mission Creek Greenway.
- Reduce the transfer to the Regional Rescue Program operating reserves by $30,000 and add $30,000 to operating expenditures to allow crucial planned maintenance and replacement of radio and dispatch towers.
Parks Services policies updated
The Regional Board has approved a new Parks naming, renaming and dedications policy. This updates a 1979 policy and provides options for pre-colonial Indigenous place naming, renaming and dual naming in regional and RDCO community parks. It also clarifies the process for Board consideration for new park names and proposals for renaming RDCO parks. Since 2014 the RDCO and Westbank First Nation have agreements for managing Black Mountain - sntsk‘il’ntən Regional Park and the protection and conservation of cultural sites in Regional Parks. Over the past 12 years RDCO Parks Services has actively been engaged with syilx/Okanagan communities in the dual naming of select trails in regional parks.
Revised Board meeting schedule
The Regional Board has approved an updated 2022 meeting schedule. Monday evening meetings November 28 and December 12 will be replaced with Thursday morning meetings November 24 and December 15 and an evening meeting December 1.
Planning Applications considered
The Regional Board considered the following planning applications:
- The Regional Board has given first reading to Zoning Amendment Bylaw 871-275 (Application Z22/03) for 775 Wood Road (D and J Fisher, owners) to permit a secondary suite within the building footprint of a single-detached house recently approved for construction. A Public Hearing will be scheduled and advertised for August 22.
- The Regional Board supports Agricultural Land Commission (ALC) Referral application (A-22-03) from a property owner at 2624 Lakha Road. The applicant is seeking ALC approval to allow a Non-Adhering Residential Use so the applicant can construct a new single-detached house while maintaining an existing manufactured home on the agricultural property in Ellison.
- The Regional Board has given second and third reading to Zoning Amendment Bylaw No. 871-273 (Application Z22/01) for 530 Moody Crescent (K. Madsen, owner) to add a secondary suite to an existing single-detached house.
