2021 RDCO Financial statement
The Regional Board has approved the 2021 report outlining remuneration and expenses for elected officials, their alternates and 48 staff whose remuneration was greater than $75,000. In 2021, the remuneration of all Regional District employees totaled just over $10.9-million. The report also outlines payments totaling over $20-million during 2021 to 116 suppliers for goods and services exceeding $25,000.
The Board also adopted the 2021 Audited Financial Statements showing on December 31 last year, the Regional District was in an accumulated surplus position with financial assets exceeding total liabilities.

The Regional Board has agreed to request that effective April 30, 2026, Recycle BC provide curbside recycling services to properties within the Central Okanagan East and Central Okanagan West electoral areas currently receiving curbside pickup. RDCO staff will continue to work with Recycle BC through the collection service transition. The RDCO also encourages Recycle BC to continue using the multi-stream curbside cart system and consider adding curbside glass collection.
UBCO MOU and lease agreement renewed
The Regional Board has renewed a Memorandum of Understanding (MOU) and a lease agreement with the University of British Columbia (UBCO) through June 2027 with an option for a further five-year extension. The agreements recognize the partnership between RDCO Parks Services and the UBCO Faculty of Creative and Critical Studies through the successful Artist-in-Residence and public programs on a portion of Woodhaven Nature Conservancy Regional Park.
Planning Applications considered
The Regional Board considered the following planning applications:
- Adoption of Land Use Contract Termination Bylaw No. 225-04, Rural Westside Official Community Plan Amendment Bylaw 1274-10, Zoning Amendment Bylaw 871-263 for strata properties, common buildings and structures located at Lake Okanagan Resort, 2751 Westside Road North.
- Adoption of Land Use Contract Termination Bylaw No. 249-01, Rural Westside Official Community Plan Amendment Bylaw 1274-11, Zoning Amendment Bylaw 871-271 for a 39.1-hectare property adjacent to Alpine, Wood and Firwood roads. The Regional Board has previously asked staff to work with the property owner to explore a more appropriate zoning for the property.
- The Regional Board did not support a Temporary Use Permit (TUP-22-02) to allow a campground and outdoor storage facility to operate for three years at 4690 Trepanier Road. The Board expressed concerns about increased traffic and the lack of water service and fire protection in the area.
- The Regional Board has approved Development Variance Permit application VP-22-04 for 4410 June Springs Road (J. and J. Hanson, owners) to change the servicing requirement for a RU3 zoned property from Community Water to Private Water source.
- The Regional Board has given first reading to Zoning Amendment Bylaw No. 871-273 (Application Z22/01) for 530 Moody Crescent (K. Madsen, owner) to add a secondary suite to an existing single detached house. A public hearing will be scheduled and advertised for July 25.
- The Regional Board has approved applications for a Floodplain Exemption FEX-22-01, Development Variance Permit VP-22-03 and Development Permit DP-22-06 for 7 Nerie Road (D. and E Sprout, owner) for construction of a dwelling and servicing on a property impacted by the White Rock Lake wildfire.
Sunset Ranch water well repair
The Regional Board has authorized amendments to the 2022-2027 Financial Plan to undertake important repairs to one of two wells supplying the Sunset Ranch water system. The work will allow the well to return to service, improve water quality and extend its operating life.
