Financial Plan presentation and review
The Regional Board received a presentation on the RDCO’s draft 2023-2027 Financial Plan. It totals almost $61.5-million, which includes over $13.2-million in debt with the Municipal Finance Authority on behalf of local governments and the Okanagan Regional Library. The tax impact for the average property owner varies depending on location and services received from the regional district. Links to financial details is available at yoursay.rdco.com. Final adoption of the RDCO and Central Okanagan Regional Hospital District Financial Plan bylaws is scheduled for March 30.
New planning advisory committee
The Regional Board adopted the Terms of Reference for the new Planning Advisory committee. The committee will provide expertise and community perspectives to the Regional Board regarding planning policy, land uses, bylaw and Official Community Plan and permit applications in the Central Okanagan East and Central Okanagan West electoral areas.
Soil regulation options considered
The Regional Board received a report outlining two options regarding management of soil and fill placement in the RDCO electoral areas. Staff are requested to draft a targeted Soil Removal and Deposit bylaw to be reviewed by the Electoral Area Services Committee. In addition, a draft Soil Management Plan will be developed for the region to be presented for consideration at a future meeting of the Committee of the Whole.
BC Transit funding applications supported
The Regional Board will provide a letter of support to BC Transit which plans to apply for Investing in Canada Infrastructure program funding for two Kelowna Regional Transit System projects. One project would refurbish the present Hardy Transit Centre while the second seeks funding for planning, designs and cost estimates for a new Hollywood Road Operations and Maintenance facility.
Planning Applications
The Regional Board considered the following planning applications:
- Adopted Zoning Amendment Bylaw No. 871-276 (Application Z22/05) for 491 Killarney Way (J & S Sanjenko, owner) to add a secondary suite to an existing single detached house.
- First reading to Rural Westside Official Community Plan Amendment Bylaw No. 1274-13 (Application Z22/06) and Zoning Amendment Bylaw 871- 277 for the property known as Rockchild Landing (K. Johnson, applicant) to amend the future land use designation and rezone the Westside Road property and discharge three covenants. A public hearing will be scheduled and advertised for April 20.
- Approved Development Variance Permit application VP-22-05 for 2223 Westside Road (Maloney Construction Ltd., owner) to allow a reduction in the minimum front setback of a principal building on the property.

Draft Regional Hospital District budget
The Central Okanagan Regional Hospital District (CORHD) Board has received the draft 2023-2027 Financial Plan. The 2023 budget proposes the CORHD provide $36.7-million for its share in funding new and previously approved capital equipment and projects requested by Interior Health. Among the significant new funding requests for this year: additional costs for Endovascular treatment equipment and additional acute care beds at Kelowna General. In 2023, the average Central Okanagan household will contribute $19.09 for every $100,000 of assessed value toward valuable capital and health equipment in the region. Due to the rise in assessments, that’s $1.98 (9%) less than in 2022. Even with the decrease, the CORHD will continue to build reserves for future health projects. Final adoption of the Hospital District Financial Plan bylaw is scheduled for the March 30 Hospital District Board meeting.
