2022-2025 Financial Plan adopted
The Regional Board has adopted its 2022-2026 Financial Plan bylaw advancing projects based on the four Strategic priority areas of the Regional Board: Environment; Economic Development; Sustainable Communities; Transportation and Infrastructure. The 2022 operating budget totals almost $59-million, which includes more than $12.9-million in debt with the Municipal Finance Authority on behalf of local governments and the Okanagan Regional Library. The budget also sees $16.9-million in spending for important capital and infrastructure projects including $7.5-million for Regional and Community Parks. The tax impact for the average property owner varies depending on location and services received from the regional district. Detailed information is available at rdco.com/budgets.
The Regional Board has approved a new contract for services with the SPCA. The agreement sees the BC Society for the Prevention of Cruelty to Animals providing a spay, neuter and microchip program; community outreach services and dog adoption services through its Kelowna branch and shelter. The Regional District provides $96,600 a year to the SPCA for those services in the Central Okanagan.
Emergency program grant application
The Regional Board supports applying to the Union of BC Municipalities Community Emergency Preparedness Fund for a grant to assist with modernization of the Central Okanagan Emergency Operations Centre (EOC). If approved, the requested $24,959 funding will be used to purchase a large format printer and other equipment vital to the EOC operation during any emergency activation.
The Regional Board has approved a Central Okanagan West Electoral Area grant-in-aid request of $800 to the North Westside Communities Association for an April 16 Easter Egg Hunt and BBQ.
Planning Applications considered
The Regional Board considered the following planning applications:
- Adoption of Official Community Plan Amendment Bylaw No 1304-04 and Zoning Amendment Bylaw No. 871-270 (Application Z21/05) for 4410 June Springs Road (J. & J. Hanson, owners) to allow a rural residential property and zoning on a portion of the property to facilitate a two lot subdivision.
- First reading of Land Use Contract Termination Bylaw No. 258-06 and related Rural Westside Official Community Plan and Zoning amendment bylaws for the Shelter Cove and Timber Ridge strata properties at 4401 and 4400 Westside Road. No further development applications will be accepted from this property until adoption of all related bylaws. A Public Hearing will be advertised and scheduled for April 28.
- First reading of Land Use Contract Termination Bylaw No. 194-05 and Zoning Amendment Bylaw 871-272 for the property at 3850 Westside Road. No further development applications will be accepted from affected properties until adoption of all related bylaws. A Public Hearing will be advertised and scheduled for April 28.
- The Regional Board has approved Development Variance Permit application VP-22-01 for 1724 Westside Road (M. Doiron, owner) to allow a reduction in the minimum side setback.
- Rescinded previous support for Agricultural Land Commission (ALC) Referral Application
A-21-04 and support the updated ALC referral application A-21-04 for S. Sundher Orchards Ltd. at 3782 and 3510 Old Vernon Road on the condition the applicant seek Zoning Amendment bylaw approval from the Regional Board to allow temporary farm worker housing.

Regional Hospital District budget approved
The Central Okanagan Regional Hospital District Board has adopted its 2022 – 2026 Financial Plan. It is based on priorities identified by Interior Health and underscores the importance of health care across the region. To help build financial reserves, the Board has agreed to a three per cent increase over the next five years. In 2022, the average residential home will contribute $169.48 towards capital improvements and new health equipment in the Central Okanagan. The 2022 budget includes $18-million for new health-related projects including $10.28-million to replace an MRI at Kelowna General Hospital and purchase an additional MRI plus $1.27-million for a new CT Scanner.
