Recycle BC curbside collection agreement
The Regional Board has deferred a decision on whether to contract with Recycle BC to provide curbside recycling services in the Central Okanagan East and Central Okanagan West electoral areas effective April 30, 2026. The Board will receive more information by the end of June considering any change for the curbside collection program. Each local government will consider whether it wishes to receive direct curbside recycling from Recycle BC.
North Westside RDCO water utilities
The Regional Board has deferred amendments to the 2022-2026 Financial Plan to fund the installation of manual transfer switch equipment for two RDCO water systems serving North Westside communities. It has asked staff to provide more information about this proposal. The switches would be required for quickly connecting to portable back-up generators when needed. Funds for the installation on the Killiney Beach and Westshore Estates water systems would be provided through the Community Works Fund portion of the Canada Community Building Fund.
Draft Poverty and Wellness Strategy
The Regional Board has received an update on the draft Central Okanagan Poverty and Wellness Strategy. It’s been developed over the past year with extensive consultation and engagement of stakeholders and the public. Following a current round of public engagement and presentations to local governments, a final report will be prepared.
Central Okanagan Housing Strategy
The Regional Board has received an update on the draft recommendations for the Regional Housing Strategy. The goal of the strategy is to provide a regional approach to address the challenges around affordability and supply of rental housing and home ownership. Draft recommendations will be presented in June to local governments, and it’s anticipated the final report will be considered by the Regional Board in late June.
Planning Applications considered
The Regional Board considered the following planning applications:
- Adoption of Land Use Contract Termination Bylaw No. 194-05 and Zoning Amendment Bylaw 871-272 for a property at 3850 Westside Road.
- Adoption of Land Use Contract Termination Bylaw No. 258-06 and related Rural Westside Official Community Plan and Zoning amendment bylaws for the Shelter Cove and Timber Ridge properties at 4401 and 4400 Westside Road.
- Second and third reading of Land Use Contract Termination Bylaw No. 225-04, Rural Westside Official Community Plan Amendment Bylaw 1274-10, Zoning Amendment Bylaw 871-263 for strata properties, common buildings and structures located at Lake Okanagan Resort, 2751 Westside Road North. No further development applications will be accepted from the affected properties until adoption of all related bylaws.
- Second and third reading of Land Use Contract Termination Bylaw No. 249-01, Rural Westside Official Community Plan Amendment Bylaw 1274-11, Zoning Amendment Bylaw 871-271 for a 39.1-hectare property adjacent to Alpine, Wood and Firwood roads. No further development applications will be accepted from this property until adoption of all related bylaws. The Regional Board asks staff to work with the property owner to explore a more appropriate zoning for the property.
