Following a robust review of the Administration Overhead Policy, the Regional Board repealed Policy 7.19 Administrative Overhead Policy and replaced it with the approved BP 18-2023 Administration Overhead Policy. The new policy reflects the key principles of fairness, transparency, reasonableness, equity, stability, and ease of administration by allocating these costs on a basis that aligns the costs with the services provided.
Extension of the Technical Rescue Services Agreement
The Regional Board approved extending the Technical Rescue Services Agreement to March 31, 2025. Through the proposed agreement, the City of West Kelowna will continue to provide primary technical rescue services on the west side of Lake Okanagan and secondary technical rescue services on the east side.
Extension of the Local Services Agreement
The Regional Board approved extending the Local Services Agreement with Westbank First Nation (WFN) from December 2023 to December 2024. WFN and RDCO entered into the fifteen-year agreement on January 15, 2007, and was extended last year to December 31, 2023. Work on a thorough review will take place in 2024 and an updated agreement will be presented to the Board ahead of January 01, 2025.
2024 Board expenses and external committee update
The Regional Board approved attendance and estimated costs for board member attendance at several seminars and conferences for 2024. The Board also rescinded the appointment of Chair Wooldridge for the Kelowna Airport Advisory Committee and Okanagan Film Commission and appointed Vice-Chair Kraft to both committees.
Engagement opportunities post-wildfire
The Regional Board received two pieces of correspondence regarding engagement opportunities with the Province following the McDougall Creek wildfire.
- The Province is seeking feedback to help inform the development of emergency management regulations, including post-emergency financial assistance. Residents can participate at engage.gov.bc.ca.
- Following a formal request from the Regional Board, Emergency Support Services has provided an email address to receive feedback from wildfire evacuees wishing to share their experience with the province. Emails can be sent to essmodernization@gov.bc.ca until December 31, 2023.
