Final meeting of Regional Board term
Chair Loyal Wooldridge thanked members of the Regional Board for their service and support over the past four years. He praised directors for their engaged participation and celebrated the Board’s achievements and accomplishments during the term. Chair Wooldridge also wished the best for retiring Directors Mark Bartyik, Brad Sieben and James Baker. Director Wayne Carson was congratulated on his acclamation to continue representing the Central Okanagan West Electoral Area. Central Okanagan East Alternate Director Kevin Kraft was also recognized for his acclamation and will join the new board as Director.
Mission Creek Restoration Initiative
The Regional Board received a presentation and information from the Mission Creek Restoration Initiative (MCRI) regarding its Lower Mission Creek Habitat Conservation and Restoration Plan. The plan provides a conceptual strategy and adaptive recommendations to guide future conservation and restoration projects along the lower 12-kilometers of Mission Creek. The MCRI is a broad-based stakeholder partnership dedicated to community stewardship, habitat, fish and wildlife restoration, improved flood protection and expanded biodiversity along Mission Creek.
Development Cost Charges adjusted
The Regional Board has adopted inflation-adjusted Development Cost Charge bylaws for the Westside Regional Wastewater Treatment Plan and East Trunk sewer. The new DCC rates will be collected from new development applications in the City of West Kelowna, District of Peachland and Westbank First Nation reserve lands serviced by the RDCO facilities. The new DCC’s will help fund future development driven capital costs, expansion and upgrades.
The Regional Board has appointed Tania McCabe as the Director of Financial Services, assuming the powers, duties and function outlined under Section 237 (Financial Administration) of the Local Government Act.
New Information Management Bylaw
The Regional Board has adopted a new Information Management Bylaw to replace the previous Freedom of Information and Protection of Privacy bylaw. The new bylaw aligns the RDCO with updated Provincial Freedom of Information and Protection of Privacy Act regulations and rates and establishes the RDCO authority to create programs to manage privacy activities, access to information and the use, preservation and security of records held by the Regional District.
Friends of Fintry Society funding
The Regional Board received a letter from the Friends of Fintry Provincial Park Society and directed staff to provide a further report on the possibility of restoring annual funding to the non-profit society in the RDCO Financial Plan. In 2020, the Regional Board approved a two-year phased reduction of the $39,000 grant ending in 2022, while encouraging the society and BC Parks to seek alternate funding sources. The report will also include information on funding other ‘Friends’ groups within Provincial Parks and investigate potential options with the Okanagan Nation for partnerships and funding for the ongoing support of the Friends of Fintry Society.
