Notices on title for building bylaw contraventions
The Regional Board directed staff to proceed with the filing of notices on title for 6880 Sierra Drive, 10725 Westshore Road and 7230 Goudie Road due to ongoing non-compliance with RDCO Building Bylaw No. 1482. The notice on title serves as notification to anyone searching a property title that the property may be in breach of bylaws or regulations. The filing of a notice is not intended to be a punitive action, but a method to protect future owners and others with an interest in the property.
Regional transportation service update
The Board received a report on the outcome of consent requests for the establishment of a Regional Transportation Service. With consent not received from all participating jurisdictions, the Board directed staff to inform partners of the outcome and the intent to halt service establishment. The Board also directed staff to include $40,000 ongoing for regional transportation planning in the 2026–2030 Financial Plan as part of the RDCO’s Regional Planning function.
Board sets 2026 meeting schedule
The Regional Board approved the 2026 Board and Committee Meeting Schedule. The schedule will be posted publicly by Nov. 30, 2025, at rdco.com/agenda.
Terms of reference adopted for Electoral Area Services Committee
The Regional Board approved the revised Terms of Reference for the Electoral Area Services Committee. The changes follow a midterm committee review bring about efficiencies by reducing the number of committees by consolidating the work of several advisory committees into the Electoral Area Services Committee.
Support for Westbank First Nation McDougall Creek Restoration Project
The Regional Board authorized the Chair to provide a letter of support for Westbank First Nation’s application to the Watershed Security Fund for the McDougall Creek Restoration Project. The initiative aims to restore ecological function in the McDougall Creek watershed following the 2023 wildfire.
Okanagan Manufacturing Database supports economic resilience
The Regional Board received an update on the Okanagan Manufacturing Database, a new publicly accessible tool developed by the RDCO’s Economic Development Commission. Launched in August 2025 with grant funding, the database connects 764 manufacturers across the region to support local sourcing, reduce supply chain risks and strengthen economic resilience.
Fire departments seek grant for training and equipment
The Regional Board endorsed a $120,000 grant application under the UBCM Community Emergency Preparedness Fund. If approved, the funds will be distributed across the RDCO’s four fire departments to support training and equipment upgrades for volunteer and composite fire services.
Board supports grant application for emergency support services
The Regional Board approved a grant application to the Union of BC Municipalities’ Community Emergency Preparedness Fund for up to $180,000. The funding would support regional emergency support services through the purchase of new equipment, expanded group lodging capacity and volunteer training across the Central Okanagan.
Board supports call for mattress recycling regulation
The Regional Board approved including the RDCO’s logo on a joint letter from the Regional District of Okanagan-Similkameen to the province. The letter urges the Ministry of Environment and Parks to follow through on its plan to include mattresses in B.C.’s recycling regulations.
Provincial response - Upper Fintry dust concerns
The Regional Board received a provincial response to its June 2025 letter regarding dust concerns in Upper Fintry. The Ministry of Transportation and Transit confirmed that dust control was completed in June, and that paving is not currently planned due to funding and project prioritization.
