The Local Government Act and the Community Charter authorize the RDCO to enact a bylaw and provide enforcement using regulatory offence tickets. For full details on bylaws we enforce and the associated fines see Bylaw Notice Enforcement | Bylaw No. 1538.
Register a complaint
Bylaws are not enforced pro-actively. Your concerns or complaints must be reported to initiate enforcement. RDCO Bylaw Officers respond to complaints Monday to Friday, 8 a.m. to 4 p.m.
It is helpful to include any or all of the following:
- Civic address or best detailed description of problem location.
- Any owner or occupier information (if known).
- Your specific concern.
- Your name, address and phone number (this is only for the inspector to contact you for further information – your personal information is never given out).
How to pay tickets and fines
If a ticket is not paid, not disputed or an adjudication hearing has not been requested within 14 days, the opportunity to dispute the is lost and the penalty will immediately become due and payable to the Regional District. Please ensure prompt payment.
If after 14 days a ticket has not been paid and a request for adjudication has not been made, a letter will be sent providing a final opportunity to pay. If payment is not received after a further 28 days, the ticket may be forwarded for collection and/or court action.
Payment options
A credit card processing fee of 3% will be added to payments over $1,000 paid by credit card, as per Miscellaneous Fees and Charges | Bylaw No. 1425. Alternate payment methods are outlined below.
- Pay online: pay your bill anytime online using Visa or Mastercard at payments.rdco.com.
- You must login or create a payment account to use the online system. Once you are logged in, search by your issued ticket number and the year, located at the top of the paper ticket notice.
- It may take 2 to 3 business days for a ticket to be entered into our online system. If you see an error message "No record found" please try again in a few days. If the ticket number is still not found, please contact us for assistance.
- Pay in-person: visit our office at 1450 KLO Road during business hours (Monday to Friday, 8 a.m. to 4 p.m.) and speak with the cashier.
- Bring your paper ticket and payment. We accept payments by cash, credit, debit, cheque, money order or bank draft.
- Pay by mail: include your paper ticket and payment (cheque, money order or bank draft) made payable to "Regional District of Central Okanagan." Do not send cash in the mail. Address the envelope to:

- Postmarks are not accepted as proof of date of payment, so please ensure payment is delivered before the payment due date. Additional charges will apply to NSF cheques. Invalid cheques will not be considered payment before the due date.
- Drop-off a cheque/money order: use the secure drop box at our main door outside business hours or anytime.
- Include your paper ticket and payment of cheque, money order or bank draft in a sealed envelope and drop it into the deposit box.
- Pay utility bills through your bank: some bills can be paid through your bank–reach out to your banking institution for more information. The Regional District is registered with most financial institutions in BC for online and telephone banking. Search for the biller name "Central Okanagan."
Regulatory offence tickets
RDCO Bylaw officers can issue two types of regulatory offence tickets: Bylaw Offence Ticket and Municipal Ticket Information. Payment options for each type of ticket are the same (online, in-person, drop box and mail. Dispute options for each type of ticket are different.
Bylaw Offence ticket system
The RDCO is part of the Southern Interior Bylaw Adjudication Program. We are partnered with the City of Kelowna, Lake Country, Peachland, West Kelowna, Oliver, Penticton, the Regional District of Okanagan Similkameen, Summerland and Vernon. This is a simpler, quicker and less costly method of resolving minor bylaw infractions and disputes that otherwise could end up in the Provincial and Supreme Court system.
All RDCO bylaws are included in the Bylaw Dispute Adjudication Program except those involving Aggressive and Dangerous Dog incidents, which are often more complex, require a higher burden of proof and may result in stricter measures of control through the court system.
Through the Bylaw Adjudication Program, the process of disputing a Bylaw Offence Notice could possibly be resolved in one month. The Bylaw Adjudication Program provides an alternative resolution process but doesn't replace the existing Municipal Ticketing Infraction (MTI) system.
