Highlights from the Regional Board

Development permit approved for 1655 N. Westside Rd.
The Board approved a development permit for a property damaged in the 2023 McDougall Creek wildfire. The proposal includes a new residential home on the original foundation site with a larger footprint. The plan has received conditional approvals from the Ministry of Water, Land and Resource Stewardship and Westbank First Nation. Environmental restoration will be required as part of the permit conditions.


Mosquito control program service review 
The Board received the 2025 service review for the regional mosquito control program. The program helps reduce nuisance and disease-carrying mosquitoes, contributing to public health and outdoor enjoyment. Staff were directed to begin procurement and renew service agreements ahead of the 2026 season.


Amendment to City of West Kelowna Security Issuing Bylaw No. 1571
The board amended Security Issuing Bylaw No. 1571 to correct the borrowing amount for the City of West Kelowna’s Rose Valley Water Treatment Plant. The figure was adjusted from $23.5 million to $21.597 million to match the city’s security issuing resolution. The city remains responsible for all repayment obligations.


Grant-in-aid administrative policy update
The Board received information on the implementation of a new administrative policy to support the Grant-in-Aid program. The updated approach includes a clear evaluation process and application template, improving transparency, equity and alignment with RDCO priorities.
